Byron Scott's rotation is hurting the Cavs. It seems like he has no feel for the game and he's just going through the motions of Coaching. He takes Waiters out too early in the rotation even when he's hot. This slows down the pace of the game.
You sub Waiters with the much less efficient Gibson. When you look at the OKC game for instance, Waiters was hot early. Scott then took Waiters out around the 5 minute mark and brought in Gibson and that's when OKC started to pull away.
Sometimes you say, this unit is doing well so I will let them play out the 1st Quarter. The Stats don't lie.
Waiter has the highest +/- rating on the team at +14.5. Gibson is -16.2. Gibson has one of the worst on the team. So Gibson is shooting well but he's not doing other things that help the team and hurt the opposing team like Waiters.

They have a +50 when they're on the court together. When Scott brings in Gibson and last time he brought in Samuels, it hurts the flow of the game. The substitutions are just too early.
